Curbside Garbage and Recycling Contract Signed with AmWaste of Louisiana

The Cities of Hammond and Ponchatoula received proposals for garbage and recycling pick up at the end of October. Then at a special meeting of the Ponchatoula City Council, it was approved to enter into contract for both garbage and recycling with AmWaste of Louisiana. Customers in Ponchatoula city limits will see a $1.50 increase on their utility bills, starting on their January bills due February 15. Residents will also start receiving new garbage carts and recycling carts delivered over the next two weeks.

Going out for proposals together with the City of Hammond helped in two ways; first, we were able to share resources for writing the proposal request and everything in between to the proposal opening. Second, and most importantly, by seeking proposals together with Hammond, we were able obtain the best pricing for a higher number of units to be served. For example, instead of proposers quoting 3000 units in Ponchatoula alone, we had them quote 9,300 units for both cities.

At a Special Meeting of the Ponchatoula City Council, on November 19, the council considered the proposals received.  The council decided on the option to have carts provided for and maintained by the contractor for both services. They then decided the most fiscally responsible choice; the lowest cost of all proposals for these services was AmWaste of Louisiana. All members present voted to pass a resolution authorizing the mayor to enter into an AmWaste contract, to begin January 1, 2020 until May 1, 2024. In 2024, the parish will be seeking proposals for curbside pick-up, and the cities of Hammond and Ponchatoula will join together with the parish to obtain the best possible pricing for our residents.

Residents inside the city of Ponchatoula will no longer have to provide their own trash cans or carry their recycling bins. 96 gallon carts will be provided for the garbage and 35 gallon carts will be provided for recycling. Garbage pickup will remain the same with twice a week pickups: West side of the tracks will be picked up on Monday and Thursday, the East side being picked up on Tuesday and Friday.  Recycling day pickup WILL CHANGE with once a week pickup, coinciding with the day AFTER your first garbage pickup day of the week for each side of the tracks; or West side of the tracks will be picked up on Tuesday and the East side being picked up on Wednesday.

Customers will see the increase of $1.50 per month starting on their January bill, which will be due February 15. This will bring the total cost for garbage and recycling to $17.50 per month per unit location.  With a three month cost to each unit of $52.50, this is a huge saving compared with what residents would have to pay if they were responsible for contract their own services.  Many local residents outside of city limits pay between $75-$85 every three months for once a week pickup and no recycling. So this is definitely another win for our residents!

Acceptable Recycling Items: –

Please place these items loose in the container:

  • Aluminum cans:  Cans shall be rinsed to avoid health and nuisance problems
  • Paper:  Clean, unsoiled newsprint‐type paper, magazines, catalogs, gift wrap, paper bags, junk mail, white or colored paper, envelopes. No bound books, paper bound/wrapped in plastic, rubber bands, or photos.
  • Plastics:  PET, HDPE and PVC containers should be rinsed and caps removed.
  • Tin Cans:  Steel food containers should be rinsed prior to placement in the recycling bin.
